The whole bill at one, three and five reps
Both columns assume the tier that actually contains a power dialer, one caller ID per rep, and no AI add-ons. The DialSheet column is software plus that team’s own Twilio usage at 34 dials a rep a day.

One- and two-rep rows are the licence minimum, not the headcount. The last row is the same three reps dialing 150 times a day each — the point of it is that the two bundled columns do not move and the metered one does.
That last row is the honest limit of the metered argument. Bundled minutes are a fixed price for an unbounded amount of dialing, and past a certain volume that is simply the better deal. A $49 JustCall seat beats DialSheet plus metered Twilio above roughly 1,603 billed minutes a rep a month; an $50 Aircall licence above roughly 1,658. A rep making 150 dials a day generates about 1,743 billed minutes a month, so most cold-calling teams sit below both crossovers — but if yours has long conversations rather than many dials, check the minutes before you assume metering is cheaper.

The option neither vendor sells: metered minutes
Both tools bundle telephony into the seat, which is why both have a licence minimum — a bundle needs a floor to be economic. The alternative is to own the carrier layer yourself: buy numbers and minutes from Twilio at wholesale, and put software on top that does not resell them.

Is JustCall cheaper than Aircall?
Yes, on the plans that matter, and mostly because of the seat minimum rather than the seat price. The two dialer tiers are within a dollar of each other — Aircall Professional is $50 per licence a month on annual billing and JustCall Pro is $49 — but Aircall requires 3 licences and JustCall requires 2, so the cheapest bill that can power-dial is $150 a month at Aircall against $98 at JustCall. At three reps the gap closes: $147 for JustCall Pro against $162 for Aircall Professional with a caller ID for each rep, because Aircall includes only one number and charges $6 a month for each one after it. Yes, on the Pro plan at $49 per user a month billed annually, with a 2-licence minimum — so $98 a month is the cheapest JustCall bill that includes it. The Team plan at $29 does not have it; Team is a business phone system with CRM integrations, 500 SMS segments and no dialer. Are JustCall’s unlimited minutes really unlimited?
Not in the plain sense. JustCall’s fair usage policy, published under the plan cards, says unlimited outbound covers mobile and landline calls within your selected region and inbound on routes costing under $0.02 a minute, and explicitly excludes toll-free numbers, premium-rate and shared-service numbers, international calls and call forwards. For a US or Canadian cold-calling team dialing ordinary mobiles and landlines that covers what you do all day; for a team calling toll-free lines, forwarding calls, or dialing internationally, those minutes are billed.
