PhoneBurner publishes its prices, which already puts it ahead of half the category. What the pricing page does not do is say which plan a rep who wants to dial from a headset actually needs, or compare its bundled-unlimited seat against a metered alternative at the volume a cold caller really runs. Both are below, with the arithmetic done in code so it cannot drift.
The short answer
$140, $165 or $183 per user per month on annual billing; $165, $195 or $215 month to month. Unlimited US calling on every plan. The browser softphone starts on Professional, so that is the real entry price for a headset dialer; SMS and transcription are Premium; ARMOR is extra. Three reps on Professional annual: $495 a month. The same three on a free dialer with their own Twilio: about $59–$152 all-in.

Per-seat dialers bundle US minutes, so comparing their seat to a software-only seat flatters the cheap side. The fair line is software plus telephony. DialSheet is $29 per 3-seat pack; Twilio bills ~$0.014/min on the carrier leg, $0.004/min on the browser leg including ringing time, and ~$1.15/month per number. Where PhoneBurner is the better buy
Bundled-unlimited beats metered once a seat bills more than about 7,177 minutes a month, which is the Standard seat price minus a DialSheet seat and a number, divided by the two Twilio legs. A rep at 150 dials a day bills roughly 1,743, so a cold-calling floor does not get there; an inbound-heavy or long-conversation team can.
