One dialer per seat
A seat is one person. Calling runs in one browser at a time, and a second browser is refused until it takes the seat over with one click.
The rest of the app stays open everywhere. Tabs in the same browser share the seat and never fight. The second browser says the dialer is open on another device and offers to take over.
