Most "power dialer Canada" pages are US listicles with the word Canada added, or a vendor page that says "PIPEDA-compliant" and stops. Canadian outbound is governed by a different regulator (the CRTC), a different list (the National DNCL), different hours, and a business-call exemption that changes what a B2B team has to do. The short answer
Live cold calling is legal in Canada under the CRTC's Unsolicited Telecommunications Rules — register with the National DNCL (free), scrub consumer lists against it, call 9:00–9:30 weekdays and 10:00–18:00 weekends in the prospect's time zone, and identify yourself. B2B calls are exempt from the DNCL itself. Is cold calling legal in Canada?
Yes, live cold calling is legal in Canada when you follow the CRTC's Unsolicited Telecommunications Rules. Do I need to register with the National DNCL to cold call businesses in Canada?
Calls to businesses are exempt from Part II of the CRTC rules (the National DNCL rules), so a pure B2B caller does not have to subscribe to the list. The exemption does not switch off the rest: the Telemarketing Rules on identification, calling hours, caller ID and maintaining an internal do-not-call list still apply, and the moment a list mixes in consumers or sole proprietors on personal lines you are back inside the DNCL rules. Most B2B teams register anyway because it is free and removes the argument.

Does CASL apply to cold calls?
CASL, Canada's anti-spam legislation, governs commercial electronic messages — email, SMS, social messages — not live voice calls. Live cold calls are governed by the CRTC's Unsolicited Telecommunications Rules instead. The practical consequence for a dialer user: your calls follow the DNCL and Telemarketing Rules, while any follow-up email or text you send from the same tool must meet CASL's consent and unsubscribe requirements. Recorded or automated-voice calls (ADADs) have their own stricter rules and generally need express consent.
