Twilio Business Profile approval for cold calling: what it asks, how long it takes, what it unlocks

The Business Profile used to be paperwork you could put off until you wanted to text. In 2026 it is the gate in front of A attestation, texting, branded calling, and, for any account opened outside the US or Canada since last October, the ability to call a US number at all. Twilio's Trust Hub documentation is written for compliance teams. This is what a sales team needs to know: what to have ready, how long to expect, why it gets rejected, and what you can do while it is pending.

The short answer

Console → Trust Hub → Customer Profiles → create a Business profile: legal name, physical address, website, an authorised representative, government ID and selfie. Twilio quotes up to 48 hours. Then add the SHAKEN/STIR trust product (up to 72 hours) and assign your numbers to both. A US-created account can dial +1 while it is pending; an account created abroad since 8 October 2025 cannot.

The rejections we see on sales accounts are mismatches: a trading name where the registered name is expected, a Gmail address for the representative, a landing page that never names the company, a virtual-office address. Fix the mismatch and resubmit rather than opening a ticket.

How long, honestly

Twilio quotes up to 48 hours for the Business Profile and up to 72 hours for the SHAKEN/STIR trust product. Those are the automated-path numbers. A submission that trips a manual check waits in a human queue, and integrators who onboard many accounts have reported multi-week waits there in 2026. The practical rule: submit the profile the day you open the account and the number, and treat the first week of dialing as unattested. On a US-created account that costs you nothing but the verified marker; on an account created abroad it is the difference between dialing and not.

The three-step order that gets A attestation

  1. Business Profile submitted and approved (Trust Hub → Customer Profiles).
  2. SHAKEN/STIR trust product created, linked to that profile, and approved (Trust Hub → Trust Products).
  3. Phone numbers assigned to both the profile and the trust product. Only assigned numbers are signed at A; a number you buy next month is not covered until you assign it.

A verified caller ID from another provider stops at B whatever you do, because Twilio cannot attest your right to a number it did not issue. If prospects seeing “verified” matters, the number has to be a Twilio number; see STIR/SHAKEN attestation for cold callers.

Attestation is not a spam shield. It proves the caller ID is yours. The carriers' analytics engines still score each number on answer rate, call length and complaints, and a fully attested number dialed 400 times a day gets labelled. What is a Twilio Business Profile and do I need one to cold call?

It is the Primary Customer Profile in Twilio's Trust Hub: a vetted record of who is behind the account, with a legal business name, physical address, website, an authorised representative, a government ID photo and a selfie. A US-created account can place +1 calls before the profile is approved, so a US caller can start dialing on day one. You need it approved for A attestation on your numbers (the "verified" marker on prospects' phones), for A2P 10DLC texting registration, for branded calling, and, if the account was created outside the US or Canada on or after 8 October 2025, for any +1 call at all.

How long does Twilio Business Profile approval take?

Twilio's documentation quotes up to 48 hours for the Business Profile and up to 72 hours for the SHAKEN/STIR trust product that sits on top of it. Why was my Twilio Business Profile rejected?

The common reasons on a sales account: the legal name does not match the registration or the website; the address is a PO box or a virtual office, which Twilio does not accept as proof of address; the website is missing, is a parked domain, or does not mention the business; the authorised representative's email is on a free domain instead of the business domain; or the ID and selfie do not match. Fix the mismatch and resubmit. Do not submit an Individual or Sole Proprietor profile hoping it is faster if you need the Business profile for +1 calling from abroad; the error documentation says it does not qualify.

What is the SHAKEN/STIR trust product and do I need it too?

It is the second step in Trust Hub, linked to the approved Business Profile, that lets Twilio sign your outbound calls at attestation level A. You need three things for A: an approved Business Profile, an approved SHAKEN/STIR trust product linked to it, and your Twilio phone numbers assigned to both. Calls from numbers not assigned are not signed at A. Verified caller IDs from other providers are capped at B because Twilio cannot attest your right to use a number it did not issue.

Can I cold call while the Business Profile is pending?

On a US- or Canada-created upgraded account, yes: calls to +1 numbers connect before approval; they are simply not signed at A until the profile and trust product are approved and the numbers assigned. On an account created elsewhere since 8 October 2025, no: +1 calls fail with 13225 or 21216 until the Business Profile is approved. Either way, texting waits for A2P 10DLC registration, which requires the approved profile first.

Does a Business Profile stop my number being marked Spam Likely?

No. Attestation tells the receiving carrier the caller ID is genuine; spam labels come from the carriers' analytics engines scoring the number's behaviour (answer rate, call length, complaints). A attestation helps at the margin and is a prerequisite for branded calling, but a fully attested number dialed 400 times a day will still be labelled. Volume per number and list quality decide the label.
